14th Amendment Summary
The Fourteenth Amendment was adopted to the United States Constitution on July 9, 1868, as one of the three Reconstruction Amendments. The 14th Amendment is very significant to the United States and plays a huge role not allowing slavery, and everyone has equivalent protection under the law no matter the race, sex, or religion.
All persons born or naturalized in the United States are citizens of the United States. No state can enforce a law that takes away immunities of a citizen, nor can any state deprive a

person of life, liberty or property, without due process of the law. Congress passed the amendment specifically to to protect against the threat of white southerners.
The second section of the Fourteenth Amendment includes that Representatives will be portioned among the several states according to their respective numbers. For all races every person is counted as 1 instead of 3/4 of a person. This also guaranteed the right to vote for all male citizens over the age of 21, no matter the race.
The third section of the Fourteenth Amendment has it so no one can be a Senator or Representative in Congress, or elector of President and Vice President, or hold any office, civil or military, who has previously taken an oath as a member of Congress or an officer of the United States and having had engaged in rebellion or treason.
The fourth section of the Fourteenth Amendment prohibited any payment of any debt owed to the defunct Confederate States of America, also banning any payment to former slaveholders for loss of human property.
The fifth section of the Fourteenth Amendment speaks for itself stating “The Congress shall have the power to enforce this article, by appropriate legislation”.
Can the 14th Amendment Be Changed?
Making changes to the U.S. Constitution happens very rarely. Two thirds of the Congress and three fourths of the states must be willing to approve a new amendment to the Constitution. In the summary of the Hunger Games we see a United States that has been completely transformed into something else apparently without the Constitution still intact. Some event happened that caused the people to lose control of their government and now are pretty much enslaved to the powers that took control. Let us not allow that to happen here.
